跨地区民间商会协作的思考——以粤港澳三地为例

摘　　要：粤港澳三地商会之间的合作是整个珠三角区域合作的有机组成部分,其对协调三地利益,推动区域内经济、社会的共同发展具有重要作用。然而,目前由于体制、机制、相关制度等方面的障碍,制约了粤港澳三地民间商会这一重要"民间路线"功能的有效发挥。针对目前粤港澳区域之间商会组织合作的现状和民营企业人士的实际需求,提出了建立粤港澳三地商会联席会议制度、定期召开"粤港澳商会合作论坛"、确立论坛成果追踪机制、形成更广泛的行业协会合作洽谈制度等推动粤港澳三地商会组织协作的思路。Cooperation of Chamber of Commerce among Guangdong,Hong Kong and Macao is an integral part of the entire Pearl River Delta regional cooperation,which is very important to coordinate the interests of the above three places as well as to promote regional economic and social development.However,barriers of structure,mechanism and related systems restrict the development of the civil chamber of commerce in these three places as ＂community line ＂.Based on the current situation of the cooperation and the actual needs of private businessmen,this paper put forward some suggestions on how to push forward the cooperation of chamber of commerce in Guangdong,Hongkong and Macao.These suggestions include establishing joint meeting system,regularly holding forum on cooperation of chamber of commerce in these three places,establishing the track mechanism of forum achievements and forming broader system of association cooperation and negotiation.
