摘　　要："十二五"时期是加快推进我国公共体育服务体系建设的关键时期。围绕公共体育服务体系的构建,阐释了"十二五"时期我国公共体育服务体系建设的指导思想、基本思路及目标任务,并从明确不同层级政府间的公共体育服务职责、构建非均衡的公共财政政策、构建以政府为主导的主体多元协同互动的公共体育服务治理格局、制定"基本公共体育服务国家标准"、完善公共体育服务体系建设的发展规划和实施方案、夯实公共体育服务体系建设的制度基础、健全公共体育服务的绩效评估和监管、监督机制等七个方面构思了"十二五"时期我国公共体育服务体系建设的可行机制与策略。The 12th five- yea- plan period is the key period of speeding up the construction of China＇s public sports service system. The paper, by focusing on the construction of public sports service system, explains the guiding ideology, basic lines and objectives of China＇s construction of public sports service system in this period. It also conceives the construction from the following seven aspects： 1. defining the duties in the construction of public sports service system between governments of different levels. 2. Constructing unbalanced public financial policies. 3. Constructing the multiple, cooperative and interactive management style of public sports service system dominated by the government. 4. Formulating ＂the basic national standard of public sports service system＂. 5. Perfecting the development and implementing plans public sports service system. 6. Consolidating the system basis of the construction public sports service system. 7. Perfecting the effective evaluation and supervision system.
