摘　　要：科学发展观,对"以人为本"理念作了重大创新,赋予了新的思想内涵,使之具有了中国特色社会主义理论体系核心理念的理论品质;改革开放三十年多来,"以人为本"始终贯穿于中国特色社会主义理论体体系的形成和发展,实际上已经展现出了核心理念的地位和作用;在新的历史起点上,更加自觉地把"以人为本"确立为中国特色社会主义理论体系的核心理念,对于坚持中国特色社会主义理论体系为指导,深入贯彻科学发展观都具有重大的理论和现实意义。Scientific development ideal significantly innovated and endowed with new connotation for the concept of'people-oriented' to make it have the theoretical quality of the core ideal of socialist theoretical system with Chinese characteristics.During recent thirty years after reform and opening-up,'people-oriented' concept always runs through the formation and development of socialist the-oretical system with Chinese characteristics,and shows the status and functions of the core ideal.In the new historical starting point,establishing'people-oriented' as the core ideal of socialist theoretical system with Chinese characteristics has significant theoretical and practical meanings for insisting on socialist theoretical system with Chinese characteristics as the guidance and carrying out scientific development ideal.
