摘　　要：针对我国严峻的农村环境问题以及环境法制在农村环境保护中面临的困境,提出了完善环境法制、推动新农村建设的以下若干对策:健全农村环境保护的法规体系;强化农村环境执法;转变政府观念,完善环境参与制度,加强农民参与和农民监督;加强环境法制宣传,提高农民的环境法律意识。Aiming at the serious problems in rural environment in China and plight of environmental law system in protection of rural environment,several countermeasures were put forward,including perfecting legal system of rural environment protection;strengthening law enforcement of rural environment;transforming government＇s idea,perfecting public participation,intensifying farmers＇ supervision;increasing environmental legal propagation,improving farmers＇ consciousness of environmental law,so as to promote development of new rural construction.
