摘　　要：针对补偿实践中存在的非法占有或者挪用补偿专项经费、弄虚作假骗取国家补偿款等违法犯罪行为时有发生的现象,应当在构建农业生态环境补偿法律机制的同时制定相应的惩戒制度,以防范和惩治在农业生态环境补偿中发生的违法犯罪行为,维护国家和农民的财产权益。In view of the phenomenon that the illegality or crime of illegal possession or using of compensation special funds and swindling the national compensation funds by false method occasionally occurs,we must establish corresponding punishment system in constructing the legal mechanism for agriculture ecological environment compensation,so as to guard against and punish the illegal or criminal acts which occur in the action of agriculture ecological environment compensation,and protect the property rights and interests of country and farmers.
