南水北调中线一期工程水量调度方案制定分析

摘　　要：在南水北调中线一期工程建成后,调度方案是执行水量调度主要指导方向。主要从时间尺度和工程对应区域的角度来制定调度方案。时间尺度主要有非汛期与汛期、月和旬;工程对应区域包括水源区和受水区。从汛期与非汛期的时间尺度的角度,分析了水源区调水前提条件和受水区的需水计划,在对应的时间尺度中根据调度方案制定执行计划。并从月与旬的时间尺度制定对应的调度方案,丰富了调度工程实时调度方案。结合不同的时间尺度中不同区域的不同调度要求,在年终调度计划总结时,进行滚动修正,作为下一年调度方案制定的前提,权衡了各受水区权益。遵循合理的调度原则,保证各受水区的权益,为南水北调中线一期工程后期管理工作奠定了基础。Operational schemes are main directions for executing water scheduling, after building the Middle Route South-to-North Water Transfer Project, which were established by time and region corresponding to the project. Time scales were flood season and non--flood season, month and a period of ten days, and project regions were water resource regions and receiving water regions. By analyzing the precondition of water resource regions and require of receiving water regions, the plan was developed by the operational scheme in corresponding periods. The operational scheme made according to the time scales of month and a period of ten days, enriched the real-time operational scheme. In the year-end conclusive scheduling plan, combine with the demand of different time scales and its corresponding regions, and modify the plan, which was considered as the precondi- tion of the plan next year, and balanced the interests of receiving water regions. Following reasonable scheduling rules and making sure the interests of receiving water regions, provided foundation for the latter management task of project .
