摘　　要：文中从PSC检查角度入手,分析了船员操作能力下降的原因,并提出了提高船员实操能力的建议,以减少船舶被滞留和发生事故的风险。This paper analyses the reasons for the descent in operational capabiliW of some seafarers as observed during PSC inspection, and provides some suggestions on the measures to be taken to promote seafarers＇ practical operational capabiliW, with a view to avoiding detention and accident.
