摘 要:政策工具作为公共政策研究的新兴领域,目前尚未形成公认的理论体系。从治理者与目标群体的互动关系角度,可将符号劝服、建立能力、提供学习作为区分每种政策工具之"次政策工具"的特征标准;从政策工具的本质及使目标群体自觉顺服所形成的政策过程连续体的逻辑角度而言,政策工具分别承载着传达政府政策规划的愿景、沟通消除政策争议、解决特定公共问题、提升政府执政形象四个方面的功能;而以政策工具并非一个纯技术的行为过程为起点可推论评判政策工具选择合理性应包含政策工具选择结果的可接受性以及政策工具选择过程的民主性与科学性两个层面的要素。As the emerging field of public policy , policy tools have not formed an accepted theorical system. According to the perspective of the relationship between management and target groups, we can use symbolic persuasion, capacity building and providing learning to distinct the sub system of policy tools of each kind of policy tool; According to the policy tools essence and the policy process continuum Logic of making the target groups consciously obey, policy tools are carrying the kinds of function as following: conveying the government policy planning vision, eliminating policy dispute, solving specific problems , and enhancing the government's public image; But to take policy tools as not a purely technical process, we can infer the evaluational standard of policy tools selectical rationality that include policy tools selecti- cal results' acceptability and democracy and science of policy tools selectical process.
