摘　　要：文章从分析高等院校开展科研工作的基本认识入手，总结了高等院校科研工作存在的主要问题，结合现实情况，探讨了推进高等院校科研工作创新发展的基本对策。This text starts with analyzing basic understand of carrying out scientific research in colleges and universities, points out main problem of scientific research in colleges and universities, combining the reality circumstance, discusses the basic countermeasures of improving innovation and development of scientific research in colleges and universities.
