摘 要:目的探讨农村社区卫生服务机构实施收支两条线管理后的运行效果。方法对某大型城市位于农村的8家社区卫生服务中心进行回顾性调查,对相关人员进行访谈,并对收集的相关数据进行统计学处理。结果不同区、县收支两条线管理的模式不尽相同,实施收支两条线后,农村社区卫生服务机构的出院人次和手术例数下降,门诊人次和公共卫生服务量(除孕产妇管理和计划生育咨询)增加。结论落实社区卫生服务机构支出的预算管理,加强绩效考核,将有助于发挥社区医务人员的积极性,提高社区卫生服务机构的服务量和服务质量。OBJECTIVE To investigate the implementation effectiveness of separated management of income and expenditure (SMIE)in rural community health services(CHS) institutions. METHODS The retrospective investigation was conducted in 8 CHS institutions in one large city, people concerned with CHS were interviewed, and data were statistically analyzed. RESULTS There are different management mode in different CHS. The service quantity of discharge and surgery are declined and outpatient service and public health service (excluding maternal management and family planning consultation) in CHS institutions increased after SMIE. CONCLUSIONS Implementation the budget management and strengthening performance appraisal will contribute to play an active role to medical personnel and increase service quantity and quality in CHS institutions.
