摘　　要：行政服务中心是我国政府在治理模式上的重要创新,它实现了政府管理方式的重大变革。但作为政府改革的试验田,其运行中也面临一些困境,如行政服务中心难以清除传统管制理念、部门主义严重、定位不准确、管理效力乏力等。因此,要创新行政服务中心组织模式,必须要有政府及法律的强力支持,促进行政服务中心流程再造与组织再造的结合,适时组建跨职能团队,注重配套改革的进行,唯此方能不断推进政府管理创新。As a great change in gorernment governance,the administrative service center is important innovation in the Chinese government governance model.In practce,the center has faced difficulty.Therefore,in order to promote innovation in the organizational model of the administrative service certer,it is necessary to get the legal support and the suppert from government,to promote the combination of the process reproduction of the center and the organization reproduction of the center,and to timely organize interfunctional groups paying attention to matched reform.
