摘　　要：本文阐述了在政府机构改革的新形势下导入适合地方协调发展的政府竞争模式的必要性，并给出了规范地方政府竞争的四项基本原则，最后从构建以共同利益为基础的区域利益协调机制、改革根本性制度、转变地方政府职能三个方面介绍了地方政府竞争机制的导入方法。In the situation of institutional reform, the necessity of importing government competition model is described in this paper. Four cardinal principles of regulating local government competition are proposed. Finally, the method of importing local government competition mechanism is introduced from three aspects.
