摘　　要：当前社会管理困境不仅仅源于社会管理体制本身的问题,深层次的还在于社会信任结构的缺陷,现代社会管理所需要的制度信任尚未建立健全,导致了政府的社会管理工作频频遭遇"公信力陷阱",社会管理效率低下。有效的社会管理要求实现社会信任结构从人际信任到制度信任的现代转换,重建社会信任体系可以从公共服务型政府建设、地方治理变革和社会组织建设三个方面着手。Currently, social management predicament not only results from the problems of social management system itself but also from the defects of social trust structure, institutional trust which modern system demands has not been established and perfected, which results in frequent ＂accountability trap＂ in governmental social management work and low efficacy of social manage- ment. The effective social management requires realizing the change of social trust structure from interpersonal trust to institutional trust, and reconstruction of social trust system can start with public service-style government construction, local management re- form and social organization construction.
