摘　　要：文章结合湖北电网应急指挥中心高清视频会议系统、视频监控系统的实际应用,围绕应用质量可伸缩的视频编码,开展了如下工作:采用一种小波编码器来实现质量可伸缩的视频编码,着力解决高清视频会议系统在有限通信带宽、复杂网络环境和终端设备异构性等现状下出现图像画面抖动的实际问题。This paper describes the implementation of high-definition video conference system and video surveillance system of Hubei Electricity Emergency Center.Based on the stretchable application SNR Scalable video coding,the following topics are discussed： adopting a wavelet coder to achieve the SNR scalable video coding,and making efforts to resolve the problem of image jittering caused by limited communication bandwidth,complex network configuration and hetero-structure of terminal devices.
