东西部地区产业转移利益关系协调问题研究

摘　　要：产业转移对各相关利益主体而言都有有利的一面,对这种有利性的高度认同和追逐,是产业转移得以发生的利益基础。与此同时,产业转移又是一个利益在转出区和转入区之间的调整和再分配过程,由于各方的利益诉求不同,区域产业转移在实践中的推进必定要面临多重利益矛盾的困扰。文章认为,为加快东部产业向西部地区转移,应强化国家对区域产业转移的宏观引导和推动,建立区域协商互动机制,探索互利共赢的区域产业转移新模式,恰当定位和发挥地方政府在区域产业转移中的作用。Industrial transfer benefits all the relevant stakeholders. However, industrial transfer is the process of adjustment and redistribution of the roll-out areas and roll-in areas. To fasten industrial transfer from the east of China to west of China, it is necessary for the central government and local governments to take measures to adjust the interest of all the relevant stakeholders.
