摘　　要：城镇化作为一种社会历史现象,既是物质文明进步的体现,也是精神文明前进的动力。在国家城市化战略大力推进的历史进程中,失地农民是这一社会变迁的代价承受者和利益关注者。在这一进程中,政府不仅需要给予失地农民经济方面的民生关怀,更要妥善构建旨在关怀失地农民的文化民生体系,从文化和心理方面帮助失地农民顺利地实现居所、身份和观念上的转变,以确保城镇化的顺利推进。As a social historical phenomenon,urbanization is not only the reflection on material civilization,but also the motivation of spiritual civilization.Under the strategy of promoting urbanization,farmers will become the victims of social changes and the focus of interests.It presupposes that the government needs to give them not only economic care but also cultural and psychological care to help achieve residence,identity and the change on mind.
