摘　　要：作者分析了电信企业全面预算管理的内容和程序,阐述了全面预算管理在实施中存在的一些问题,提出了如何深化预算、如何合理配制资源,实现资源配置效率最大化的可行性做法。The authors analyzed the telecommunications enterprise-wide content management,budget and procedures described in the implementation of a comprehensive budget management problems that exist,the question of how to deepen the budget,the reasonable allocation of resources, to maximize the efficiency of resource allocation to achieve the feasibility of the practice.
