摘 要:研究构建例行督察中土地利用管理评价指标体系,目的是建立制度化、常态化、专业化、权威化、标准化的监督检查,强化耕地保护政策法规的执行力度。例行督察土地利用管理评价指标是反映和衡量例行督察区域土地利用与管理水平的具体指标,着重考核土地利用和管理的合法合规性。根据土地例行督察的目的和特点,考虑指标数据的可得性和易得性,从耕保、规划、计划、审批、供地、执法、制度建设等方面选取相互独立且反映各方面特征的典型敏感指标,组建例行督察土地利用管理评价指标体系。其中,指标值的确定来源于:(1)根据管理台账计算而得;(2)根据内外业审核结果统计而得;(3)审核组成员集体打分而得。Establishment of evaluation system of land use management of routine supervision aims at building supervision and inspection with institutionalization, normalization, specialization, authority, standardization; and strengthening the enforcement of farmland protection policies and regulations. Evaluation system of land use management of routine supervision reflects and measures the specific targets of land use and management within routine supervision regions; and focuses on examining the legality of land use and management. In accordance with the objects and characteristics, availability and accessibility of data index should be taken into consideration. Typical sensitive indicators which is both mutual independence and can reflect the characteristics of various aspects should be selected from farmland protection, planning, approval, land supply, law enforcement, institution building. Determination of the value of the indicators comes from: deriving from calculation according to machine account of management; deriving from statistics in accordance with audit results inside and outside the industry; deriving from collective marking by the members of audit group.
