集体建设用地流转与新农村建设关联度研究

摘　　要：农村土地产权制度问题始终是中国农村改革与发展的最基本问题之一,集体建设用地流转是其中突出的部分。以国家新农村建设为目标,通过问卷调查统计结果的分析发现,新农村建设设定的六项目标与集体建设用地流转关联紧密,新农村建设需要集体建设用地流转制度的完善。建议:加大农村土地产权内容和关系的宣传力度;加强规划机制,保障耕地资源;正确处理收益分配关系,促进和谐农村建设。Through analysis on the statistical result of questionnaire survey aimed at construction of new socialist countryside, this paper makes a conclusion that the six goals set for the construction of new socialist countryside are closely associated with the transfer of collective land for construction purposes; and the construction of new socialist countryside needs the improvement of transfer system of collective land for construction purposes. This paper proposes that we should intensify efforts in the publicity of content and relationships of rural land ownership, strengthen the planning mechanism, protect land resources, correctly handle the relationship between income and distribution, and promote the harmonious rural development.
