摘　　要：芬兰是世界上较早建立公共借阅权制度的国家之一。文章从芬兰公共借阅权立法背景和经过、发展过程和主要内容等方面对芬兰公共借阅权制度进行系统的介绍和分析,以期业界更深入地了解公共借阅权制度的发展。Finland is one of the countries which earliest established the public lending right （PLR） in the world. The paper introduces the PLR system in Finland from the aspects of the background, development process, the main content of legislative and so on, so as to understand deeply the development of PLR.
