摘　　要：论述区域数字图书馆建设应注意三个问题:资源建设的区域性,资源应该体现本区域的文化、经济特色,符合本区域产业信息需求,防止资源同质化和简单罗列或相加;资源服务的区域性,应协调本区域内不同行业、系统的数据库资源建设,提高区域内信息资源保障率,增强区域服务的指向性;政策主导的区域性,政府是地方整体利益的代表和相对独立的行为主体,政府层面的支持和认可是实现区域共同利益最大化的基础和保障。Three problems should be paid attention to in the development of regional digital libraries. The first is the construction of regional resources. Resources should reflect the region＇s cultural, economic characteristics, in line with the information needs of regional industry, to prevent the homogenization of resources and a simple list or additive. The second is a regional resource services, different sectors within the region should be coordinated and systematic construction of database resources to improve the protection of information resources within the region rate and improve the directivity of the regional service. The third is policy-driven culture. The government is the place to the overall benefit representatives and relatively independent behavior corpus, government levels of support and endorsement is to realize regional common benefit maximization.
