摘　　要：改革开放的三十多年,可以总结为一种"双模式"变迁:一方面是从传统社会向工业化和信息化的现代社会变迁导致的结构转型,另一方面是计划经济向市场经济变迁导致的体制转轨。这种"双模式"变迁导致社会管理面临重大挑战。因此,党中央、国务院将社会管理创新列为当前一项重要的战略任务。相应地,社会管理创新的路径也必须针对"双模式"变迁,由此分析可归纳出群众工作(基层党建)、科技创新、社会协同和公众参与四类创新路径。本文对目前相关部门和地方已经开展的117个社会管理创新实践案例的文本分析结果也证明四类创新路径是社会管理创新的主要途径。The reform era could be concluded as a double - mode transition. One is the social structure transition from the traditional society to the modem society with the industrialization and informatization. Another is the economic institutional transition from the central planning to the market economy. The double - mode transition results in the main challenge faced by the social management. It＇ s also the reason why the Party and the State Council regard the social management innovation as an im portant strategic task in the recent period. Therefore, the paths of social management innovation should aim to the double - mode transition. The authors conclude four paths in this framework ： mass work, technological innovation, social coordination and public participation. The study of 117 cases of social management innovation by local governments also proves the four paths are the main ways of social managemenl： innovation.
