摘　　要：本文论述了基于3S技术的临沂市国土资源数字执法系统总体框架、关键模块的设计与实现,介绍了本系统的执法业务数据的输入、编辑、存储、管理、分析与输出等功能。展示了本系统的强大的数据兼容、共享、数据处理及分析能力,为国土执法工作提供了科学决策和便捷高效的管理模式。This paper introduces the general structure of the digital system of law enforcement on land resources of Linyi City and key modules of the system creation, system of law enforcement operations of the entry application, editing, storage, management, analysis and output functions that have been founded with the revelation of 3S , including： the Global Positioning System, Remote Senescing, Geographical Information System. It also indicates the system with data compatible powerful word processing capabilities, and the analysis of data that can provide a practical and effective decision making and management from the perspective of law enforcement
