摘 要:智能电网综合评价可对智能电网的整体特性进行全面评估,其评估结果可反映当前的发展水平,发现电网发展的薄弱环节和制约因素,找出与目标的差距。文中详细分析了国际上已经提出的IBM智能电网成熟度模型、美国能源部(DOE)智能电网发展评价指标体系、美国电力科学院(EPRI)智能电网建设评估指标、欧盟智能电网收益评估体系等,从发展水平、评价对像、指标范围、应用情况等方面与国内的"两型"电网指标体系、电网发展指标体系、智能电网试点项目评价体系进行了对比分析,提出了构建适合我国国情的智能电网综合评价体系的思路、原则及应注意的问题,为加快我国智能电网综合评价体系建设提供了参考和依据。Comprehensive assessment system of smart grid can conduct a comprehensive assessment of the overall characteristics,which reflects the current level of development, finds the weakness and the constraints in grid development,and identifies the distance to target. In this paper, IBM Smart Grid Maturity, DOE Smart Grid Development Evaluation System, EPRI Smart Grid Construction Assessment Indicators, and EU Smart Grid Benefits Assessment System were introduced, and the development levels, evaluation objects, target ranges,applications differences between these systems and the "two type"grid index system, smart grid development assessment index system, and the smart grid pilot project evaluation indicator system suggested by China were compared. The thoughts and the principles of building smart grid comprehensive assessment system, and the issues which should be noted were proposed,which can provide necessary references and supports to construct the smart grid comprehensive assessment system.
