高技术产业政策实施效果评估——以江苏省高技术产业政策群为例(1998-2008)

摘　　要：高技术产业政策在促进区域高技术产业发展中起到了至关重要的作用,因此研究区域高技术产业的发展,必须首先关注地区的高技术产业政策。从高技术产业政策的实施效果入手,总结了制定高技术产业政策的主要目标,并以目标为基础,构建了高技术产业政策实施效果的分析指标体系和分析方法,最后以江苏省1998-2008年间制定的高技术产业政策群为研究对象,实证分析了江苏省高技术产业政策的实施效果,指出其在技术市场和人才结构建设两方面效果不明显,并提出了完善政策体系的路径。High-tech industrial policies play a crucial role on promoting the development of regional high-tech industry. Therefore, studying the development of regional high-tech industry should focus on the areas of high-tech industrial policies. Starting with the effect of implementing high-tech industrial policies, the paper summarizes the main objective of high-teeh industrial policies, then basing on these objectives builds the system of index and analyzing method in order to analyze the effect of implementing high-tech industrial policies. At last, as the example of the group of high-tech industrial policies which are established during the period of 1998 to 2008 in Jiangsu Province, the paper analyzes its implementing effect, points out that its weakness in constructing of technology market and personnel structure, and puts forward the policy recommendations to consummate the high-tech policy system of Jiangsu Province.
