福建省科技创新投入地方立法保障探究

摘　　要：福建省科技立法具有区域性和地方性,它对国家科技立法起着补充和细化的作用。随着国务院《关于支持福建省加快建设海峡西岸经济区的若干意见》的正式颁布,福建的发展备受人们的关注,而科技创新投入对福建经济的发展起着至关重要的作用。经济发展依靠政府、企业持续的科技创新投入,而地方立法可以为持续的投入提供坚强的法律保障。文章考察了福建省科技创新投入的不足及美国科技创新投入激励相关立法,立足福建省情,提出科技创新投入的立法对策。The science and technology for local legislations have the characteristics of regional and locality,which play the roles of supplement and refinement.With sate Council ＂to support the Economic Zone in Fujian Province to speed up construction of a number of opinions＂ formally promulgated,the development of Fujian have been paid close attention to,science and technological innovation input play a vital role in the development of the economy in Fujian Province.The continuous input of the government and enterprises are needed for advance of science and technology,science and technology input legislation provides the legal safeguard for the continuous input.This article summarize and analyze the condition and insufficient of input in Fujian Province and financial input in science and technology in America,and offers certain reference for Fujian Province to improve the financial input legislation of science and technology to promote independent innovation.
