摘　　要：介绍了美国能源部发布的2011年战略规划,分析了该规划对债务危机下的美国所起的作用:增加就业机会,刺激经济增长;变革能源系统,减少污染排放;强化安全管理,扶持核能发展;保持技术强势,维护领导地位。该规划将加大我国新能源企业国际竞争的难度,使低碳经济的发展承受更大的压力,同时我国也面临新一轮的"贸易保护主义"。This article describes the 2011 strategic plan released by U.S.Department of Energy,analyzes the goal of the plan under the debt crisis of the United States：to increase employment opportunities and stimulate economic growth;to change in energy systems and reduce pollution emissions;to strength safety management and support the development of nuclear energy;to establish strong technological presence and maintain leader role.Not only will the plan increase the difficulties of international competitiveness for Chinse new energy enterprises,make our low-carbon economy development under more pressure,but also those enterprises face a new round of ＂trade protectionism＂.
