摘　　要：从宏观战略角度,总结了山东省近几年来环境监测事业发展及质量管理工作取得的成绩,深入分析了当前存在的突出问题,阐述了"十二五"监测质量管理体系建设运行的原则与思路。引出质量层面管理的概念,提出了加强质量行政管理组织领导、制定和落实法规政策及标准体系、创新质量管理体系体制与机制以及合理认证、实施系统化质量控制策略、质控手段电子化与信息共享、强化"三元"监督功能、加强巡查和动态管理、提升人才培养质量等技术管理对策措施。From a macro strategic perspective, summarized the development and achievements in environmental monitoring and quality management in recent years. The outstanding problems currently in - depth were analyzed and the principles and ideas of establishing and implementing the ＂the 12^th five year＂ quality monitoring management system were described. This research also introduced the concept in the quality management level and finally proposed the countermeasures. The leadership of quality administration and organization should be strengthened; policy regulations and standard systems should be developed and implemented ; quality management system ,mechanism and reasonable certification should be innovated ; systematic quality control measures should be implemented; quality control means should be electronic and information should be shared; the ＂muhifaeeted＂ oversight functions should be strengthened ; the inspection and dynamic management should also be improved and the quality of personnel training and other technical management should be enhanced.
