摘 要:当前我国社会管理领域问题频发的体制性根源在于社会控制型的管理体制。追求社会的静态稳定不仅不可能,而且客观上积压了问题,激化了矛盾,不当的社会控制机制破坏了制度化的纠纷解决机制,错位的经济建设型政府导致了与民争利,僵化的职责同构的组织体制严重弱化了应急管理能力,碎片化的社会结构状况从根本上削蚀了社会的理性基础。"党委领导,政府负责,社会协同,公众参与"的社会管理顶层设计迫切要求我们必须建立起公共治理的社会管理模式,将管理目标重设为动态稳定,将管理理念更新为公共治理,将政府角色转换为公共服务,将央地关系调整为地方治理,将社会建设为组织化社会。The main problem of our current social management system results from social control management mode. The mode pur- sues social static stability which is impossible, moreover it is a backlog of problem and sharpens social contradictory objectively; the inappropriate social control mechanism destroys the institutionalization of dispute settlement mechanism; the economy-construction government's malposition leads to that government competes in interest with the public too much; the rigid governmental organization system severely weakens the ability of emergency management; a fragmented society status fundamentally undermines social rational basis. Ac- cording to the top-level design principle "Party committee leading, government responding, social cooperating, public participating" in the social management, we must establish the public governance mode of social management. So, we should reset the management target in dynamic stability, renew the management idea to the idea of social governance, transform the role of government to focus on public service, adjust the central-local relationship to focus on local governance, and construct society as an organized society.
