长江干流取退水口水资源质量监督管理初探

摘　　要：取退水口监督管理是在长江流域实行最严格水资源管理制度的重要内容。目前委托地方各级水利部门进行监督管理的模式存在职责不明确、标准不统一、效率低、成本高、监督管理松散等问题。为此,探讨了在长江流域水资源管理部门的统一指挥、领导和协调下,授予流域水文队伍一定的监督管理权限,将其监督活动纳入其管理体系,依托其进行监督管理的方案。Monitoring and management of water intakes/discharge outlets is an important content of the most strict water resources management in the Yangtze River Basin.The present authorized management mode to local water authorities at different levels has the problems of unclear responsibilities,different standards,low efficiency,high cost,and loose management and so on.Therefore,the monitoring and management scheme is discussed,which is offering the hydrology department managing and monitoring authority,bringing their monitoring activities to the management system and carrying out the monitoring and managing by them under the unity command and coordination of water resources authorities of Yangtze River Basin.
