摘　　要：北京地区地下文物历史悠久、埋藏丰富、分布广泛,是地区文化特色、文明魅力和软实力的深层物质载体,是彰显世界历史文化名城地位的重要标志,也是建设"人文北京"不可或缺的宝贵资源。北京市地下文物保护在取得成绩的同时,破坏情况仍很严重,工程建设已成为地下文物破坏的主要形式。必须把保护地下文物提高到维护国家文化安全的层次,从健全政策法规、加大执法力度、加强宣传教育等方面切实采取措施,树立在"保护中发展,在发展中保护"的理念,使北京市地下文物得到长期有效的保护。With the characteristics of long history,abundant remains and wide distribution,Beijing＇s underground historical relics functions as the deep material carrier of regional cultural trait,civilized charm and soft power,as well as the important symbol of demonstrating the status of Famous Historical and Cultural City in the world.Moreover,it is also the indispensable precious resources in building ＂Culture-enriched Beijing＂.At present,although the protection of Beijing＇s underground historical relics has achieved some success,the great damage mainly caused by building construction to underground historical relics is serious and continuing.The work of protecting underground historical relics should be promoted to a strategic height of national cultural security by establishing the concept of ＂development in protection,protection in development＂,and active measures such as improving rules and regulations,strengthening law enforcement,enhancing publicity and education should be taken to supply a long-lasting and effective protection for Beijing＇s underground historical relics.
