世行集团内部关系的冲突与协调——基于新兴市场国家的视角

摘　　要：世行集团内部关系的冲突集中体现在IBRD和IFC之间。冲突源于IFC附属于IBRD。鉴于两者的内部治理陷入尴尬、现实作用已经倒挂、发展潜力也将倒置,因此,从新兴市场国家的视角分析,协调的思路应当是消除1FC的附属性,转移IBRD大部分资源给IFC,最后,IBRD成为纯粹的全球开发机构。国际政治经济形势的变化为世行集团内部关系的协调提供了可能。当然,这一关系的协调可能会遇到来自IBRD、美国等发达国家和新兴市场国家等发展中国家的阻力。The conflicts in internal relationship between World Bank Group are reflected in the relationship between IBRD and IFC. The root cause of the conflicts is that IFC is affiliated to IBRD. Since their internal governances have fallen into an awkward situation, their practical effects have hung upside down, and their potential developments will be inverted, it must be conceived of that the affiliation of IFC to IBRD should be eliminated, and that IBRD should transfer the preponderant part of its resources to IFC, and that IBRD becomes a pure global development institution in the end in view of emerging market countries. The changes of the international political and economic situations make the coordination of the internal relations among the World Bank Group possible. Of course, the coordination of the internal relations may encounter resistances from IBRD, developed countries and emerging market countries.
