公立医院改革中公益性与积极性均衡的基本依据

摘　　要：公益性和积极性均衡是我国公立医院改革与发展的最佳状态和历史趋势。公益性和积极性均衡是由我国卫生事业的主要矛盾决定的,符合了基本医疗卫生服务的产品属性。政府主导型、市场主导型、社会主导型医疗卫生体制中的公立医院,在发展过程中均面临公益性和积极性的偏重难题和失衡困局,三者均通过架设医患双方激励相容的体制、机制,以实现公益性和积极性的均衡格局,此为我国公立医院改革提供重要启示。The equilibrium of public welfare and initiative is the optimum situation and historical trend for the reform and development of public hospitals in China. It is determined by the principal contradiction in our national health undertak- ing, and meets the nature of basic medical health service. The public hospitals in medical health system oriented by govern- ment, market or society face the problems of stressing on public welfare or initiative and the unbalanced predicament. The threes should set up the compatible system and mechanism of incentive involving doctors and patients in order to realize the ecluilibriam of Public welfare and initiative, which serves as the key revelation of the reform in nnhlie ha^nit^l~ in ~hlna
