摘　　要：以美、法、英、德、加拿大等国为范例,对五种不同的欧美国家广播电视行政管理型态及其原则与职责作横向的比较研究,揭示它们作为国家广播电视行政管理模式的多样性,揭示其相同特征:均以宪法、法律为基础,在民主宪政框架内奉行"公共服务"的核心理念,保障公众利益在传媒领域的体现,以及独立行政、自治、多元主义、社会利益集团高度参与性等发展总趋势。This article studies the national broadcasting supervisory system and its responsibility based on cases from the Unite States, France, England, Germany and Canada respectively. It indicates the diversity of the different national broadcasting supervisory modes and administrative types, as well as the mutual characters. That is, abiding by the Constitution, the law issues and industry institutions, the western national broadcasting supervisory system has the core concept of ＂public service＂ within a constitutional democracy, to protect the public benefit in mass media. And the national administration activities have the tendency of independence, autonomy, diversity and social groups high participance.
