新生代农民工“准城市化”的困境与对策——内需启动视角的分析

摘　　要："新生代农民工"已经成为农民工阶层的主体,他们对市民化的强烈愿望与尚未准备充分的城市相关改革之间错位严重,"准城市化"现象普遍存在,从而影响和阻滞了中国城市化的正常发展与国内需求启动的进程。以启动内需为着眼点,针对新生代农民工工作意愿、生存能力等因素,应按照"东小西大"原则,积极推进优势县域城镇与产业集群协调发展,从而解决新生代农民工就业、住房和社保问题,以实现真正意义上的城市化。The ＂new generation of migrant workers＂ has become the main body of the migrant workers, while their strong desire to be urban citizen residents cannot match the city reform. ＂Quasi-urbanization＂ has been a common phenomenon, which influences and obstructs the normal development of China＇ s urbanization and the process of starting domestic demand. Focusing on domestic demand, this paper proposes ＂small town in the east and big one in the west＂ by analyzing the survival ability of new generation of migrant workers and the willingness to work, to promote the coordinated growth between superiority county town and industrial cluster, which may solve the problems of employments, housing and social security for new generation of migrant workers, to realize the urbanization indeed.
