摘　　要：加快社会保障住房建设不仅能够改善中低收入群体福利,也是我国加快城市化进程和保持经济可持续增长的重要保障。日照市经济适用住房政策通过"用地市场化、补助货币化、购房自主化、运作透明化"的货币直补改革,降低了寻租机会,缓解了保障性住房建设的融资难题,相比原有的实物补贴政策具有更高的效率,实现了帕累托改进,为当前我国保障性住房建设提供了有益的借鉴。The development of social security housing can not only improve the welfare of low income groups,but also can be the important guarantee of accelerating urbanization process and maintaining sustainable economic growth.Through researching the case of monetary subsidies of affordable housing of Rizhao,this article concludes that the monetary subsidies can effectively reduce the chance of government rent-seeking,and solve the affordable housing financing problems to some extent,which achieve the Pareto Improvement and provide relative suggestions.
