摘  要:介绍了2010—2011年度黄河凌汛的基本情况,对内蒙古河段首凌首封日期偏晚、封河发展迅速、开通日期较晚,黄河下游封河长度较长,局部河段出现较大险情的凌情特点以及在凌汛前加大清障力度、建立立体化信息监测系统、凌期科学调度水库拦蓄和分洪工程分水等防凌措施进行了分析,同时对今后的防凌工作提出了建议:①加强宁蒙河段河道测验体系建设,建设水位自动监测和3G汛情视频监视系统;②加强宁蒙河段堤防建设、河道治理,加快内蒙古应急分洪区的建设步伐;③研究针对黄河冰凌特点的破冰技术,列出专项资金解决冰凌观测工器具更新等问题;④向天津、河北供水尽量避开凌情严重的时期,避免增大防凌负担。Basic situation of the Yellow River ice flood in 2010 -2011 was introduced. Ice regime in 2010 -2011 was characterized by the later ice floating and freeze-up and break-up date and fast freeze-up in the Inner Mongolia reaches, longer freeze-up reaches in the lower Yellow River and severe dangers occurred along the part of the freeze-up reaches, lee flood proteetion measures including clearance of flood ehannel obstruction and building of all-dimensional information monitoring system, scientific reservoir operation and flood diversion projects utilization are taken. Based on the above analysis, some suggestions are put forward such as enhancing monitoring system building including water level auto-monitoring and 3G video monitoring systems, enhancing dyke construction and river regulation and flood diversion projects construction in the inner Mongolia reaches, renewal of ice observation equipment applied to iee jam breaking and carrying out inter-basin water transfer in the non-ice-flood season.
