西北诸河区水资源开发利用问题思考与建议

摘　　要：西北诸河区经济社会的快速发展引发了一系列生态环境问题,受到政府和社会各界的密切关注。西北诸河区现状水资源开发利用主要存在用水效率和效益低、部分地区水资源开发利用过度、水利基础设施建设滞后、水资源管理体制不完善等问题。随着西部大开发战略的深入实施,经济社会高速发展和生态文明建设对水资源提出了更高的需求。针对该区水资源开发利用存在的问题和面临的形势,建议加快转变经济发展方式、科学合理配置水资源、实行水土总量控制制度、切实加强水资源综合管理、建立和完善水生态补偿机制。With the rapid development of economy and society, the issues of ecological and environmental degradation of Northwest Rivers Region are becoming more and more outstanding, which have attracted the attention of the government and public. The main issues of water resources development and utilization in the Northwest Rivers Region are inefficient and low benefit, over-development, lag of water conservancy infrastructure constructions, and incomplete water resources management system. As in-depth implement of the western development strategy, rapid development of economy and society is putting forward higher demand of water resources. According to the existing issues and situation facing the challenges of further water resources development and utilization, a portfolio of and suggestions which include transformation of economic development modes, scientific and reasonable allocation of water resources, water and soil total amount control system, integrated water resources man- agement, and water ecological compensation mechanism establishment and improvement are presented.
