试论构建低碳文化支撑鄱阳湖生态经济区建设

摘　　要：阐述了鄱阳湖生态经济区建设的演变过程、生态功能、当前存在的问题和国家"十二五"节能减排约束性的量化目标;从低碳经济概念发生的世界背景出发,分析了低碳经济与低碳文化的关系,特别从低碳文化发展的阶段、马克思主义的天才预见、科学发展观的必然要求和传统文化采撷等方面,探寻了低碳文化的构建依据;提出了从法律法规、道德伦理、古色文化、可持续发展理论、低碳消费和低碳宣传教育等方面来构建低碳文化,用以支撑鄱阳湖生态经济区建设。The paper illustrated the evolution process of the construction of Poyang Lake Eco-eco-nomic Zone,its ecological functions and existing problems, as well as the restrictive quantitative target for energy-saving and emission-reduction in the national twelfth five-year plan. From the analysis of the relationship between the low-carbon economics and its culture on the concept of low-carbon economics, especially from the stages of low-carbon culture development, the Marxist prevision, the inexorable requirements of the scientific development ideal and the essence of the traditional culture, we explored some basis for constructing low-carbon culture system. Finally from aspects of the legis- lation and regulation, the ethical or moral principles, the traditional splendid culture, the theory of sustainable development, the low-carbon consumption and its publicity and education, the paper sug- gested promoting the development of the low-carbon culture to sustain the construction of Poyang Lake Eco-economic zone.
