摘　　要："十二五"是我国加快转变经济发展方式的攻坚时期,是全面落实深化科学发展的重要时期。本文基于国家"十二五"重要发展方向与本市城市发展形势分析出发,对本市建筑节能进行了"十二五"展望,通过系列研究提出了本市建筑节能"十二五"发展目标,并围绕该目标,明确提出了十大重点任务,以及系列保障措施与政策需求,为本市建筑节能工作提供方向指导。＂12th five year plan＂ is the crucial period for our country to speed up transformation of economic development mode, which is also an important period to carry out deepening scientific development. This article is based on important development situation of our city and development direction of our country in ＂12th five year plan＂ analysis, it surrounds above goal and puts forward TOP 10 key tasks , and series guaranteed measures and policy requirements in order to provide direction for urban building energy conservation work.
