摘　　要：对于战略性新兴产业,文章在总结低碳服务产业网络治理理论基础上,分析低碳服务产业中利益相关者的态度和角色立场,理顺其中的逻辑关系,构建出既包括自下而上、自上而下的夹心式垂直结构,又包括水平方向上通过多主体协同治理来实现主体利益与产业整体利益均衡的低碳服务产业网络治理结构,从而为健全低碳服务产业机制、产业政策制定提供依据,也为低碳服务产业主体协同治理模式研究做好基础工作。For one of major strategic emerging industries ＂low-carbon services＂, we build the network governance structure of this industry that includes not only bottom-up and top down vertical structure of sandwich, but also the horizontal structure with the multi-centers and multi-agents achieved by balancing all stakeholder interests. Therefore, it provides the basis for mechanisms and policy formulation of low-carbon services as well as is the foundation work for the research on collaborative governance model of low-carbon services
