摘　　要：“十二五”期间，作为电网基础的电力通信网络将承担更为繁重和复杂的支撑和保障作用。文章分析了在智能电网和“三集五大”背景下，构建省地集中电力通信管理系统的建设优势和特点，详细分析了系统的功能构成，研究了系统开发的关键技术，包括GIS集成开发技术在系统中的应用等。系统设计引入组件开发技术，具有良好的开放性和可扩充性。系统建设为省地电力通信网资源的统一调配提供了准确的数据支撑，有效的提升了通信建设、运行、管理能力，为电力通信网络提供了优质高效的管理手段。The Electric power communication network will carry on the task to provides more support and guarantee for power production during the ＂Twelfth Five-Years Plan＂ period.The article analyses the advantage and features of the system under the background of smart grid.This paper analyses the system functions in detail and study the system＇s development of key technologies, including GIS applications in the system. Using component development technology, the system has open-ability and good extensibility.Its construction provides accurate data to support unified distribution of the power communication network resources,and provides quality and efficient management tools for the network.
