摘　　要：石油企业安全文化建设的核心是"以人为本"的管理思想,它是石油企业安全管理的根本出发点和落脚点。石油企业安全文化建设管理的有效模式在于通过行之有效的方法和措施,做到培养人、激励人、关心人、尊重人,充分调动人对安全文化建设的积极性、主动性和创造性,不断增强员工队伍的安全意识和凝聚力。The core of safety culture building is human-centered philosophy, and it＇s the cornerstone of safety management. The effective pattern to promote safety culture building is fostering, encouragement, caring and respect, all targeting people, fully motivating the staff and enhance their awareness of s;safety and coherence.
