摘 要:当前,低碳经济已经成为全球焦点话题,也被写入我国"十二五"规划。贵州省经济基础虽然薄弱,但作为我国低碳经济试点城市、联合国环境规划署确认的全球唯一的循环经济试点城市,在低碳经济方面积累了宝贵的经验,为我省低碳经济的发展奠定了良好基础。然而,不管是在国家层面,还是地方范畴,低碳经济并没有明确的法律依据。低碳法制缺位将影响低碳经济的竞争力,也不利于真正实现低碳发展目标。针对此状况结合贵州省实际情况,以低碳经济为核心,浅析贵州省低碳法制的建设。At present, Low - Carbon Economy, which is a part of the 12th Five - Year Plan, has become the focus of the world. Guizhou Province, economy foundation of which is weak, as domestic low - carbon economy pilot area, and the only cycle economy pilot area of UNEP, has been accumulated some valuable experience. And the foundation of Low - Carbon Economy has become better and better. However, there is no legal basis of Low - Carbon Economy in Guizbeu Province, even in China. Legal system absence will low the competitiveness, and hinder Guizbeu from achieving. Based on the economic foundation of Guizhou, with Low - Carbon Economy as the core, LOw - Carbon Economy legal system development in Guizhou will be analyzed in the article.
