摘　　要：在我国社会发展的战略机遇期,把和谐信访文化建设作为构建社会主义和谐社会的一项重要内容和目标,是我国关于文化建设科学理论的新发展,也是中国特色社会主义文化建设在新时期的着力点。和谐信访文化具有和谐、人本、公正、法治等基本理念,这是和谐信访文化建设的合理内核。和谐信访文化建设应从精神层面、制度层面、行为层面和环境层面"四位一体"进行系统建构。In a period of important strategic opportunities in China, the harmonious cultural construction of letters and visits is one of the important contents and objectives of constructing socialist harmonious society. It is the focus of building socialism cul- ture with Chinese characteristics in the new era, as well as in the new development of scientific theory of cultural construction. Harmonious culture of letters and visits has basic ideas of harmony, human - orientation, justice, and the rule of law, and it is the reasonable kernel of building the harmonious culture of letters and visits. The harmonious culture of letters and visits should be constructed around the four dimensions of spirit, system, behavior and environment.
