摘　　要：成都市文化产业发展仅在文化资源这一低级要素上具有显著的比较优势,而在人力资源、城市经济发展水平以及产业基础等方面存在明显劣势.将比较优势转变竞争优势、培养新的比较优势、加强与区域内外合作是成都市文化产业发展的基本思路,同时,还需要实施文化产业人才战略、大力发展文化旅游等策略,才能促进成都市文化产业的转型升级发展.The development of Chengdu cultural industry has an obvious comparative advantage of cultural resources with obvious disadvantages of human resources,city economic development level,industrial bases and others.Therefore,transferring comparative advantage into competitive advantage,developing new comparative advantages,strengthening cooperation between areas outside and inside should be the essential ideas of Chengdu cultural industry development.At the same time,some strategies including cultural industry talent strategy,learning experience,strengthening cooperation and greatly developing cultural tourism should be carried out.
