摘　　要：通过对美军“基于性能的保障”全方位的认识，分析了军地双方合作过程中解决的需求与结果的质量管理、军地供需对接、权责划分等问题，给我国装备动员的行业动员模式、军地供需对接机制以及责权划分提供的几点启示，以供借鉴。Through all-waved comprehending performance-based logistics （PBL） of American army, especially how PBL resolves problems, such as the quality management on requirements and resuit, supply and demand butt joint between civil and military and right and responsibility partition during civil and military cooperation, this paper educes some inspiration for the equipment mobilization of our country on profession mobilization mode, the butt joint system of civil-military supply and demand and right and responsibility partition so as to be references.
