摘　　要：城市的发展,首先,要明确发展定位。由于区划与区位不同和受历史形成等众多原因影响,致使黑龙江省"八大经济区"建设与规划侧重点必然出现发展指向不同步问题。沿边口岸城市面临着到底依赖怎样一种方式和能量来带动发展这一现实问题。探索创新、寻求发展,寻找新产业,努力实现工作上的新突破,一直是黑龙江省各级政府追求的发展方向。适应第三产业发展的新方向,快速启动以黑龙江省为主体,中、俄、蒙、朝四国文化产业合作发展,提升黑龙江省文化产业战略升级,以文化产业项目带动推进其他产业发展,最终打造和实现黑龙江省小城市大作为、大发展,实现城市和经济发展战略转型,具有重大意义。The development of the city must have its own developmental location. Because of regions and historical factors, Heilongjiang ＂eight regions＂ construction and plan must be inconsistent. How Port cities will develop is a problem. Creating,seeking development and new industries are the new outbreak, which are also the new developmental directions. How to adapt to the third industry development and the cultural cooperation of China, Russia, Mongolia and Korea and to upgrade the cultural industry strategy has a great significance on realizing the change of city and economy strategies.
