摘　　要：从城市总体规划与土地利用总体规划相互包含又相互制约的关系出发,进一步理顺当前的规划评价体系,引出国土资源规划战略,探索使用建设用地适宜性评价结果作为规划的第一步的可行性。建设用地适宜性评价将国土开发中经济、社会、环保的要求通过控制土地开发利用体现出来,对于适合开发的国土集中开发或增加开发强度,对于不适于开发的国土加强保护,直接服务于国土资源规划的宏观管理与微观控制。Based on the inter-influencing relationship between urban planning and land using planning, the strategies of land resource planning is introduced and the current planning and evaluation system is reorganized. The feasibility of taking construction land suitability evaluation as the first step of the planning is discussed. Construction Land suitability evaluation of land development in the economic, social and environmental requirements through the control of land development and utilization reflected,focus on development of suit- able land for development or increase the development intensity, to strengthen the protection of land unsuitable for development, it direct service to the t of land resources planning and micro-controL
