国际旅游岛建设背景下海南省农垦农地承包经营制度的完善

摘　　要：分析了当前海南省农垦农地承包经营制度在权利取得、经营方式、权利内容等方面存在的阻碍国有农地要素市场化的问题。在国际旅游岛建设背景下,强调了应抓住契机,从简化权利体系、取消"两田制"以及承包经营权物权化等方面完善农垦农地承包制度。The paper introduces that the contractual management system of current state farm cropland in Hainan Island has the issues of hindering the state-owned agricultural land marketization in right acquisition,management methods,right content and other aspects.Under the background of international tourism island construction,it is emphasized that we should seize the opportunity to improve the contractual management system of state farm cropland reclamation from simplifying the right system,abolishing two-field system and the property right of contractual right.
